This position oversees and directs activities of the Washington State Energy Facility Site Evaluation Council (EFSEC) for the Department of Commerce. The position manages EFSEC’s environmental and adjudicative siting review of large and controversial electrical generation facilities, cross-state pipelines, and alternative energy proposals. The position is responsible for the following job functions: • Provide direct assistance to the Governor appointed Chair and state and local agency members of EFSEC. • Manage EFSEC’s continuing compliance oversight of permitted projects though the life of the facilities throughout the state. • Develop and provide policy, technical, and administrative proposals for EFSEC consideration, adoption, and implementation. • Represent EFSEC before federal, state, local governmental agencies, tribes, citizen groups, and legislative bodies. • Work with the Governor’s staff on energy and related environmental issues. • Manage the day-to-day activities and operations of EFSEC. • Work closely with the Attorney General Office regarding legal issues on siting major energy facilities in Washington.
Qualifications: • Knowledge and expertise in Washington energy facility siting laws and environmental and land use regulations (air emissions, water use/discharge, wetlands, fish and wildlife). • Experience running regulatory proceedings and adjudicatory processes. • Ability to manage in political and highly divisive environment. • Ability to explain and interpret laws and rules to attorneys as well as the lay public. • Ability to build and maintain strong and effective working relationships with EFSEC Chair; state and local members; staff; interested organizations; federal, state, and local agencies; contractors and the public.
